Tom Sullivan, JD, is a celebrated legal scholar, higher education leader, and president emeritus of UVM, having served from 2012 to 2019. He continues to hold a tenured appointment at UVM as Professor of Political Science. Under Tom’s leadership, UVM implemented the Catamount Commitment, which provided additional grants and scholarships to cover tuition and comprehensive fees for eligible low-income students. He also led the university through the largest fundraising campaign in its history, working alongside the UVM Foundation to raise over $580 million for UVM and the UVM Medical Center.
Prior to coming to UVM, Tom held leadership roles at the University of Minnesota, the University of Minnesota Law School, the University of Arizona College of Law, and Washington University in St. Louis. He is a member of the Association of Governing Boards of Universities and Colleges Board of Directors, and is trustee emeritus at UVM, the University of Minnesota Foundation, and Drake University. On several occasions, Tom has been a consultant to the U.S. Senate Judiciary Committee on judicial nominations to the Supreme Court, and to the U.S. Senate Commerce Committee on mergers.
A nationally recognized authority on antitrust law and complex litigation (having authored eleven books and over 50 articles), he has been an elected member of the American Law Institute since 1984, and a Fellow of the American Bar Foundation since 1994. Throughout his career he has continued to serve as a consultant on antitrust, complex litigation, constitutional law, and Federal Court matters.
